If American citizens in Hong Kong find themselves short of funds and need a free or inexpensive place to stay or a place to get a free meal, various options exist. Believe it or not, there is a long list of hostels where you can find a room, sometimes with breakfast included, for as little as $20! You can find one representative list here: Hostels in Hong Kong. A search on any accommodation website, such as Travelocity, Expedia, or Agoda, will also turn up available hostels.
If you are truly indigent and cannot afford even a hostel, or you need other types of assistance, such as free meals, counseling, etc., here is a list of shelters/charitable organizations you could consider contacting:
Non-profit community center supporting people experiencing homelessness. Limited shelter beds may be available, but often there is a waitlist. Will not turn away those without an HKID. Will provide daily necessities like clothing and toiletries. Will provide lunch and dinner.

Emergency support services for victims of domestic violence. Provides a temporary shelter for women and children, as well as some counseling. Food not provided. Their focus is Hong Kong permanent residents or those who have the legal right to stay in Hong Kong, but they will not turn away those without an HKID. The address will be given over the phone.
